This position is located in the Engineering Staff area in the Supervisor’s Office on the Tongass National Forest which is responsible for providing administrative, technical, and professional support service in Engineering. This position serves as the Road Maintenance Program Manager for the Tongass National Forest. This position reports to the Forest Engineer.

Duties: Develops yearly road maintenance budget and program of work forest wide, including development of the formula based budget spread across the 10 Ranger Districts on the Tongass. Provides technical advice, development, and coordination for road maintenance projects that range from minor to complex or unusual in nature, in multiple locations forest wide, or under the control of a number of different project managers. Manages maintenance projects such as road, bridge(s), marine access facilities including float and dock maintenance and culvert replacement projects. Coordinates road maintenance engineering and other technical and administrative matters between District offices and higher organizational levels. Develops design plans, layouts, specifications, estimates and contract packages for road maintenance projects forest wide. Advises and assists in the preparation and issuance of construction contracts, and initiates and coordinates measures to resolve major problems. Responsible for planning, development, implementation and tracking of the road maintenance program budget and associated accomplishment reporting on the Forest.
Provides training to other Roads engineers and engineering technicians in the principles of planning, design, operation, maintenance, monitoring, and inspection of transportation infrastructure.
Serves as a Contracting Officer's Representative (COR), guiding, administering and evaluating contractor efforts and assessing technical progress in relation to the established schedule and resources allotted. Plans for and provides authoritative technical advice and guidance to the contractor in performing the work required by the contract. Participates in scheduled design reviews and conferences to ensure construction methods, plans, and specifications are clearly defined and to provide guidance on the solution of potential problems that are known before or that arise during design reviews. Evaluates contractor efforts and assesses technical progress in relation to the established schedule and resources allotted. Attends final inspection and recommends acceptance or rejection of completed road maintenance projects to the technical representative lead.
Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during the project. Provides for the resolution of technical problems and controversies in performing contractor/agency technical work interfaces. Recommends tests and/or initiates investigations when performance does not meet required specifications. Develops and administers task orders for Architecture and Engineering (A/E) contracts. Develops and administers road, bridge and infrastructure maintenance contracts.
Acts as the lead engineer responsible for development and tracking of all road cost share agreements, road use agreements and road use permit fee calculations. This position works with the roads INFRA data manager to ensure accurate and timely roads data tracking and accomplishment reporting. This position also serves as the Forest contact for Inter-Agency contacts and Tribal consultation on the Tribal Transportation Program on the Forest.
