Job Summary: Relocation expenses will not be paid. This position is located in the Information Technology Service, Enterprise Application Services Division (EASD). EASD is responsible for the development and support of the Agency’s public-facing business applications, including website application hosting, forms and records management, and project management.

Qualifications: To qualify, you MUST meet all qualification requirements by the closing date of the announcement. Applicants can qualify by meeting the experience requirements specified below.
SPECIALIZED EXPERIENCE AT THE GS-12/13 GRADE LEVEL. Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to-
.Experience in overseeing a forms management operation; directing and monitoring all efforts concerning e-forms, including e-form development, design, testing, implementation, and follow-up evaluations; and providing guidance to less experienced coworkers.
.Operating, maintaining, and updating leading form design software packages used to create and modify current electronic forms.
.Experience using Microsoft SharePoint and SharePoint Designer, particularly in the areas of advanced workflow.
.Translating and interpreting functional requirements from customers throughout the e-form and hardcopy development process.
.Drafting project plans; identifying resource requirements; assigning tasks to project members; reporting progress.
.Ensuring customer and management involvement throughout the e-forms development process.
In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.

.The work is primarily sedentary; however, some work may require physical exertion, such as lifting of moderately heavy equipment (e.g. server room hardware), crouching, stooping, stretching, reaching, or similar activities.
.Occasional travel to locations outside of the local commuting area is required; travel could be for several days.
.Occasional work may be required outside of normal business hours (evenings, early mornings, weekends or holidays). A typical situation of this nature would be to test, implement, or repair an application/component while minimizing disruption to other users and clients of the system.

Duties: The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
.Leads the development and maintenance of effective systems for managing and operating the forms management program for the Agency.
.Leads the conduct of the development of e-forms, ensuring that e-forms meet all requirements of applicable statutes, standards, and regulations.
.Serves as the lead electronic forms and workflow developer and Agency subject matter expert, providing technical guidance as needed to junior developers.
.Effectively leads the Amp Programs during the forms design, writing proprietary code as it relates to critical Agency program activities, including Program grading certificates, applications, grading gauges, authorization cards, grading labels - all of which impact significantly on the conduct of Agency operations.
.Collaborates with the range of Agency Program managers regarding the design of forms to assure that all applicable guidelines are met.
.Serves as a Division expert in the performance of central database administration functions used for electronic workflow support.
.When functioning as a team leader, coordinates efforts and teams, including other IT Specialists and stakeholders.
