Job Summary: This position is located in the Marketing and Regulatory Programs' Business Services (MRP-BS), Administrative Services Division (ASD)Facility and Conference Services Branch (FCSB). As a member of the Regional management team, the incumbent plans, organizes, directs, and reviews a wide range of administrative support services functions for APHIS employees located at one of the agency's regional sites.

Qualifications: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors. Examples of qualifying experience include, but are not limited to:
Advising on-site managers on a wide range of administrative services functions and assisting in the delivery of support services, including conference management, mail and supply services, copier services, personal property, space utilization and design, parking liaison, and office moves and renovations.
Recommending realistic and/or innovative solutions in resolving complex administrative support problems, including support services to office space in multiple co-located buildings, space realignments, and generator maintenance.
Designing, implementing, administering, and evaluating a comprehensive administrative support services program for facility clients.
Determining the effect of proposed policy changes on a facility and conference management support services program.
Demonstrating experience in emergency response and safety/health planning and implementation related to continuity of operations, occupant emergency program, and facility specific emergencies.
Duties: The duties may include, but are not limited to:
Develops, implements, and executes the facility (one or multiple buildings) support services program, representing the FCSB Chief on all matters pertaining to facility and space management; overseeing property management and maintenance programs; directing on-site conference management services; ensuring effective on-site mail/shipping/receiving procedures, coordinating with agency mail manager and all regional area and state offices as required; overseeing on-site printing/copier management services; managing and monitoring spending associated with equipment; and serving as liaison with the University or lessor representative for on-site parking management issues.
Acts as Site Support Manager for the Agency Continuity of Operations Plan (COOP) emergency relocation facility (ERF), working with APHIS headquarters and regional personnel, federal, state, and local entities in emergency response planning to ensure the site is prepared for an ERF activation and participating in the execution of emergency test exercises conducted at the agency headquarters or department level.
Ensures the establishment of the facility Occupant Emergency Plan(s), managing, implementing, and monitoring all aspects of the agency's security program specific for the Regional Hub; coordinates with Security Branch personnel to ensure compliance with all agency, departmental, and federal rules and regulations pertaining to a wide array of national security components; and ensures Security Branch personnel and all appropriate federal and local law enforcement personnel are advised of high-risk situations.
Oversees the occupational safety and health programs at the facility/site, providing assistance in ensuring compliance with all agency and federal rules and regulations pertaining to Occupational Safety and Health.
Serves as a member of the regional management team for the facilities/site and is recognized as the official representative for administrative support issues, establishing appropriate linkage and coordination between administrative support programs and the long-range and short-range objectives of APHIS mission programs and designing, implementing, and directing a highly responsive customer service program, ensuring MRPBS-ASD service delivery is consistent with the needs of all program components of the regional facility.
Performs a critical advisory and liaison role with respect to interpreting administrative policies, proposing policy changes and developing regional-level administrative policy needed to supplement agency policy and responds to complaints and questions on administrative policy issues, intervening as necessary to ensure APHIS program goals, objectives, and norms are achieved.
Develops solutions to critical administrative support problems and ensures feedback is solicited from top management personnel regarding problem solving and decision making processes; coordinates with regional management officials in developing and implementing a system of evaluating the level of effectiveness of services provided.
Performs the full range of supervisory and managerial responsibilities, including but not limited to, personnel, performance, planning, preparation, and execution of the regional facilities budget and staff budget.
