Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in accounting, business management, finance, or a closely related field.
Duties: Coordinates the budget formulation and execution process for the Region to ensure adherence to Congressional, Office of Management and Budget, Department, and Agency guidelines.
Collects, consolidates, and analyzes (historical) budgetary data in comparison to projected fiscal year program objectives and goals.
Participates in Program Planning meetings with the Director, Assistant Director, and Administrative Officer.
Makes recommended Program funds allocation based on funding availability and budget requests.
Serves as a liaison between Program Managers and their representatives.
Executes the budget by monitoring area spending during the fiscal year.
Provides State Plant Health Directors and Officers in Charge with a detailed breakdown of funding allocations.
