Job Summary: Under direction of the City Manager, assists in the management of the City government as prescribed by charter and ordinances; directs operations of departments as assigned; and performs related work as required.
Bachelor’s Degree in Public Administration, Business Administration or a related field from an accredited college or university required. Master’s of Public Administration, Business Administration or related field is desired.
Ten years of increasingly responsible experience in municipal operations, with five of those years in an administrative or management position.
Valid Texas “C” Driver License.
Knowledge, Skills, and Abilities
Considerable municipal management experience including experience in a senior-level management position. Must have knowledge of principles and practices of local government. Must have knowledge of public personnel, finance and budget administration. Knowledge of information sources related to problems of local government. Ability to write clear and concise reports, memoranda, and letters. Ability to meet the public and to discuss problems and complaints tactfully and effectively. Ability to establish and maintain satisfactory working relationships with City Council members, department directors, City employees, and citizen groups.
Duties: Performs both assigned and independent staff work and may direct the activities of other administrative personnel as directed by the City Manager.
Initiates research and special studies in needed areas and reports with recommendations.
Receives public requests and complaints concerning actions of the various departments and takes appropriate action.
Confers with and advises department directors in the preparation and implementation of new programs as delegated by the City Manager.
Coordinates the preparation of various operating and administrative reports.
Leads in the preparation of the annual budget process.
Prepares City Council agenda in absence of the City Manager.
Acts for the City Manager in their absence.
Coordinates the preparation of the Finance Committee agenda.
Directs operations of the City’s operating departments as assigned by the City Manager.
Develops, plans and implements specific goals and objectives to improve area of responsibility and recommends and administers policies and procedures designed to enhance accountability.
Coordinates supervised departments’ activities with those of other departments and outside agencies and organizations in an effort to maximize the effective utilization of all allocated resources.
Directs, oversees and participates in the development of work plans for those departments that are directly supervised; assigns work activities, projects and programs, monitors work flow, reviews and evaluates work products, methods and procedures.
Selects, trains, motivates and evaluates personnel, provides or coordinates staff training, works with employees to correct deficiencies, implements discipline and termination procedures.
Prepares the Odessa Development Corporation (ODC) annual budget.
Coordinates the preparation of ODC’s annual financial report.
Coordinates the preparation of City’s Comprehensive Annual Financial Report (CAFR).
Performs other related duties as assigned.
