Job Summary: Performs specialized work in the coordination of the Unsafe Building Program, advanced record keeping duties to ensure compliance with federal, state, and local laws.
Qualifications: Typing test with score of 45 wpm with 7 or less errors.
High school diploma or GED certification required.
Two years progressively responsible secretarial and office experience. Work related college courses may be substituted for up to one year of secretarial experience. Experience in dealing with the public required. Experience as a code enforcement officer or building inspector desirable, not required.
Valid Texas Driver License
Knowledge, Skills, and Abilities
Good computer skills, experience in working with word processing programs and other software programs. Must be able to maintain confidentiality. Position requires good organizational skills and attention to detail. Must be able to develop and maintain good relationships with the general public, other City departments, office staff, and board members. Ability to develop and maintain filing systems.
Duties: Inspects and identifies properties containing unsafe structures.
Post structures identified as unsafe for removal and/or board-up.
Researches ownership of properties determined to contain unsafe structures.
Prepares and sends out notices to various City departments concerning unsafe structures, obtaining comments from those departments concerning hazard structures pose to public health and safety.
Prepares and sends out notices to property owners, lien holders and/or persons of interest concerning unsafe structures.
Works with property owners to obtain compliance with City ordinances concerning unsafe structures.
Prepares legal notices concerning unsafe structures and places notices in the newspaper. Prepares notice of meetings for Government Access Channel and City Secretary.
Notifies Board of Survey Members and other persons of interest concerning hearings about properties determined to be in violation of the Demolition Ordinance.
Presents information and testimony to Board of Survey concerning unsafe structures. Takes photographs of all case files and prepares power-point presentation for Board of Survey Meetings and other presentations.
Notifies property owners and other persons of interest concerning decisions of the Board of Survey Members.
Keeps records of minutes and attendance of the Board of Survey Meetings and Members.
Prepares work orders to effect removal and/or board-ups of unsafe structures. Prepares warrants for Director of Community Development and Municipal Court Judge to sign for unsafe structures removals and/board-ups.
Maintains files and record of the Unsafe Building Program; controls files of matters in progress and expedites their completion.
Prepares statistical and other reports concerning unsafe structures.
Conducts surveys of Community Development Target Areas to identify properties containing unsafe structures.
Prepares list of unsafe structures cases for law firms to determine any active tax suits.
Prepares correspondences and submit pictures to Texas Historical Commission to determine exemption of unsafe structures from listing in the National Register of Historic Places.
Determines if unsafe structures are located in a flood zone and following all applicable environmental requirements, prepares location and flood zone maps for each unsafe structure case file.
Contact utility (electric and water) companies for service histories for each unsafe structure case file.
Research information from Appraisal District regarding any delinquent taxes on all unsafe structure case files.
Arranges asbestos surveys meetings and prepares correspondences for all applicable unsafe structures. following through with all recommendations, including abatement and demolition.
Prepares and files Notices of Demolitions at the Ector County Clerk’s Office.
Prepares and submit lien correspondences to City Secretary and Billing & Collection
Prepares correspondences, file demolition permits and submit to Building Inspections
Prepares correspondences and submit sewer plug forms to Utilities.
Prepares correspondences and submit Council Agenda Information to City Council on appealed unsafe structures case files.
Performs similar duties for other Community Development programs and activities as assigned.
