Job Summary: The primary duties of the Program Controls Manager include responsibility for the development and implementation of IT solutions (PMIS) to support the Program Manager and Project Team to successfully manage Water, Wastewater, Stormwater, and related utility Program Management Contracts. The Program Controls Manager is accountable for the development of the various business processes, associated data system requirements, and PMIS specifications. These duties require scheduling, assigning and reviewing work of project team members. Other responsibilities include client interaction, preparing proposals and estimates for prospective projects, scope development and budget development. Work also involves project team building and supporting water, wastewater and storm water program management projects that will be monitored and managed through the program controls (PMIS), Clean Water Act regulatory technical support efforts, asset management and condition assessment data management, and development and implementation of Computer Maintenance Management Systems (CMMS). The candidate's experience shall include a broad range of IMS best management practices within water, wastewater, and/or storm water operation and maintenance activities including data collection, work order processing and work flow analysis, and asset management decision processes.
Qualifications: Bachelor's degree in a professional, engineering, construction management, or related IT field. Requires five plus (5+) years of Project Management and IT experience with Project Controls in the areas of CPM scheduling, cost estimating, document control, and progress reporting and database development. And requires 5+ years planning & scheduling experience in engineering, procurement, construction, and construction management. Requires a working knowledge of water, wastewater, stormwater facility design, operation, maintenance, and construction programs and activities.
Candidate must have familiarity with system development, life cycle methodologies, application development, web development, business intelligence data warehouse technologies, system architecture and system design concepts. Direct experience in the evaluation, negotiation and resolution of change orders and claims. Must be fluent with Primavera P6, and have experience in creating and analyzing cost and resource loaded schedules. May be involved in the coordination of several projects concurrently and work as an integral member of project teams. The candidate shall have experience with Electronic Document Management Systems, Environmental Management Systems, Computerized Maintenance Management Systems, Program Management Information Systems.
Requires excellent communication, business skills, team building, and project team skills. Will need hands on experience with estimating applications, relational data bases, SharePoint, and MS Office Suite. Must be familiar with the procurement, installation and maintenance of program management software solutions such as FileNet, ProjectWise, Expedition or Prolog software. Strong application development experience in Oracle, SQL Server, Access, and CMMS Platforms (Maximo, Hansen, Oracle WAM, Lucity, Azteca Cityworks etc.). Other required database software experience includes GIS software (ERSI, Smallworld, Intergraph), computer programming (e.g., Visual Studio, VB, C+, Ajax, Java) is a plus. Knowledge of programming in VBA or .Net is a plus.

Duties: Leads the development and implementation of the Program Management Information System (PMIS) to support a water, wastewater, or stormwater utility Program Management Contract.
Duties will include change order tracking and analysis, schedule development and or analysis, field activity measurement, earned value and forecasting.
Provides project and company management with the necessary tools for project schedule, cost and document control. Analyzes, evaluates, forecasts, and reports schedule status against an established baseline schedule.
Will assesse the impact(s) of design/construction changes and schedule slippages. Customizes project control systems to meet specific project requirements.
Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems.
Interface with clients, attend regular meetings, and provide statistical reports.
Provide program strategy support and contract and task development support.
Manage a team of Project Control Engineers/Specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones
Assesses the impact(s) of capital project management activities including project design/construction changes and schedule slippages.
Maintaining the overall program schedule (implemented in P6)
Assist in cost control and performance analysis through KPIs.
Report on projects or activities that are being delayed and in jeopardy of missing a regulatory enforcement action/condition deadline.
Implement and maintain document management and data management systems for engineering and construction projects to store and retrieve all program documents and establish workflows for the review and approval of these documents.
Assemble and report on the regulatory compliance activities including applicable O&M programs, like miles of pipe cleaned.
Prepare monthly progress reports for management, staff, and stakeholders
Work with the Client's engineering design and construction management departments, as well as their consultants, to monitor capital project progress
Develops dashboard reporting systems as required by program management.
Provide document control and document sharing for task teams working on specific initiatives
Keeps project and company management fully informed of cost and schedule performance
Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.
Recommends and oversees the customization of project control systems to meet specific project requirements
Creates performance analysis reports for management on a recurring or as-needed basis.
