Job Summary: The primary duties of the Business System Analyst include responsibility for the design, development and implementation of IT solutions to support client Information Management System (IMS) needs. The Business System Analyst is accountable for success of project tasks. Requires scheduling, assigning and reviewing work of project team members. Other responsibilities include client interaction, preparing proposals and estimates for prospective projects, scope development and budget development. Work also involves project team building and supporting water, wastewater and storm water program management projects including program controls (PMIS), Clean Water Act regulatory technical support efforts, asset management and condition assessment data management, and development and implementation of Computer Maintenance Management Systems (CMMS). The candidate's experience shall include a broad range of IMS best management practices within water, wastewater, and/or storm water operation and maintenance activities including data collection, work order processing and work flow analysis, and asset management decision processes.

Qualifications: Requires five plus (5+) years of IT experience. Bachelor's degree in a professional, engineering or related IT field. Familiarity with system development, life cycle methodologies, application development, web development, business intelligence data warehouse technologies, system architecture and system design concepts. The candidate shall have experience with Electronic Document Management Systems, Environmental Management Systems, Computerized Maintenance Management Systems, Program Management Information Systems.

Requires excellent communication, business skills, team building, and project team skills. Strong application development experience in Oracle, SQL Server, Access, and CMMS Platforms (Maximo, Hansen, Oracle WAM, Lucity, Azteca Cityworks etc.). Other required database software experience includes GIS software (ERSI, Smallworld, Intergraph), computer programming (e.g., Visual Studio, VB, C+, Ajax, Java) is a plus. Knowledge of programming in VBA or .Net is a plus.

Lead the development and implementation of Computer Maintenance Management System (CMMS) to support a water, wastewater, or stormwater utility.
Work with project managers/senior consultants to analyze businesses and develop business intelligence and decision support system solutions, be able to lead project or tasks associated with business process analysis, workshop facilitation and data warehouse design.
Implement a range of information system improvements including business intelligence, data mart technologies, custom integration applications, and database solutions including asset management and maintenance management technologies.
Systems Integration, Enterprise Applications, software development, and information systems and technology solution implementations to support effective utility management
Experience with software requirement gathering and development, selecting business information system solutions and software implementation. Planning and managing projects
Performing analysis of large utility GIS, maintenance, or condition assessment databases to support inspection, condition assessment, and planning programs
