Incumbent serves as a Management Analyst for the Veterinary Services, Eastern Region, and is primarily responsible for performing a wide variety of comprehensive administrative and program analyses by developing and coordinating information that serves as the basis for major decisions within the region. Responsibilities encompass a broad range of issues, including resource management and regulatory and service programs within the region.
Work is accomplished through the performance of many diverse one-time projects using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs while cognizant of the mission, objectives, and organization of the multi-state region.

GS-09 Successful completion of a Master's degree, equivalent graduate degree or 2 full years of progressively higher level graduate education in Business Administration, Public Administration, or LL.B or J.D. or a closely related field.
GS-11 Successful completion of a Ph.D., equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Business Administration, Public Administration, LL.M., or a closely related field.

Examples at the GS-09/11 grade levels utilizing qualitative and quantitative assessment methodologies to assess program components and processes. analyzing and evaluating administrative and technical programs for efficiency and productivity. Researching propsed regulations and policies to determine their effect on existing administrative operations.
Examples at the GS-12 grade level coordinating human resource, work force, and organizational studies that affect the entire organization. Presenting results and recommendations of analysis and studies to management. Conducting non-financial audits of administrative operations to ensure compliance with governing laws, regulations, and policies. Serving in an active advisory role with regards to EEO/Civil Rights recommendations and requirements. Identifying alternative courses of action to simplify, improve or resolve organizational processes.
Combination of education and experience at the GS-9/11 grade levels applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. Duties: The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to the incumbent analyzes and evaluates the methodology by which the work of the regional organization is accomplished. Incumbent analyzes the effectiveness of programs throughout the region. Evaluates the relative benefits, costs, and risks associated with alternative approaches and intensity of efforts. The incumbent is back-up and/or secondary to duties responsible for the successful administration of regional personnel and administrative functions. Identifies administrative and program data and information needed to provide guidance to the VS Eastern Region Management Team (ERMT). Assists with the management and/or development of annual staffing plans, ensuring the effects of various position management, staffing, and recruitment strategies are defined and the most cost effective recruitment methods are used in conjunction with the overall requirements of the regional program. The incumbent works directly with the Minneapolis Business Site (MBS), regional staff, or other Agency specialists, as needed, to address and resolve matters. Conducts reviews of operations in VS Area Offices to ensure compliance with current policies and practices, and to ensure effectiveness and efficiency given the current mission of the region. Incumbent provides technical advice and guidance to the Regional Director, Associate Regional Directors, Administrative Officer, Regional Budget Analysts, and Area Veterinarians in Charge on matters such as improving regional program efficiency, work methods and cost effectiveness. Identifies and defends administrative and resource problems, explores alternatives, collects necessary documentation, and ultimately prepares explanatory materials for final action of the ERMT. Assists with the development of regional policies and procedures on a wide variety of administrative topics and subjects. Serves as the Eastern Regionís central point of contact for all training issues. Coordinates responses for required training with the Professional Development Staff (PDS), the Regional Director, and AVICs. Compiles statistics and composes narrative to accompany required Civil Rights reports. Provides information to the Regional Director and monitors program progress in meeting Equal Employment Opportunity goals. Tracks and ensures Eastern Region employees complete the mandatory annual EO/CR training requirements in a timely fashion.
