Job Summary: Supervision of assigned Collections section personnel. Works under the general guidance and direction of Wastewater Management Division Director. Performs managerial coordination, direction, and supervision over the operations and maintenance of the City’s sewer collections system section.

Qualifications: 1.Education and Experience:

A.Bachelor’s degree in engineering, business administration, public administration or closely related field from an accredited University; and

B. Five (5) years of progressively responsible supervisory experience, four (4) of which must have been in wastewater management; or

C. An equivalent combination of education and experience.

Knowledge, Skills, and Abilities:
Considerable knowledge of the occupational hazards and safety practices in the water distribution/water/water collections field; working knowledge of the principles and application of supervisory techniques; knowledge of traffic control techniques for field operation of construction, maintenance and surveying equipment. Some knowledge of computer operations and ability to use various software.

-Skill in the application of supervisory techniques; effective communication and interpersonal relations.

-Ability to generate and reconcile various reports from the mainframe, databases, spreadsheets, etc.

3.Special Qualifications:
Must possess or be able to obtain a valid New Mexico class 5 or D driver's license.

Duties: Conducts inspections of maintenance, repairs and TV surveys performed by city crews; assesses needs for daily operation of collection section and assures materials are procured in a timely manner; investigates sites for sewage spills; enforces City ordinances related to sewage.

Interacts with State and Federal regulatory agencies to maintain compliance with applicable regulations and standards.

Develops specifications for bids for equipment, materials, and services required for operation and maintenance of the city water and wastewater collection systems.

Oversees daily operation and maintenance of City’s sewer collection system; reviews and investigates sewer collection system operation needs, inspection requests and complaints. Responsible for establishing and implementation of a city-wide sewer maintenance program.

Plans, schedules, coordinates, supervises and inspects work of section employees. Recommends work procedures, changes to procedures and changes to scheduling in order to keep efficient workflow.

Implements infrastructure management databases.

Prioritizes and schedules manpower and equipment use; evaluates need for and recommends additional equipment, resources, and staffing.

Makes recommendations for hire of new personnel; performs a variety of related administrative tasks associated with budget preparation, budget control, and management of assigned equipment, personnel and other resources; performs other related duties as required or assigned.

Work Environment:
Work is performed indoors and outdoors in various weather conditions. Position requires frequent standing, walking, sitting, carrying, climbing, handling, speaking and hearing. Position requires good visual acuity, including close, distance, peripheral, and depth and color vision. Demonstrated ability to lift and/or move 50 pounds occasionally. Irregular work hours may be required, including nights, weekends and holidays. Frequent exposure to outdoor weather conditions
